Ok. at that point, the IMEI would be blacklisted? If it is then would I be able to get it unblacklisted.?
There are several variants of the Note 3 - which one does your friend have? That is, what carrier is it currently on?
Once you have that information, you can plug it in to http://www.willmyphonework.net/ to see if it will work.
And the IMEI shouldn't get blacklisted unless the phone has been reported as stolen or it was purchased on a contract and never paid off.
