Unwanted talking text messages

Tonight my phone was off and being charged and I heard talking coming from it asking for a political donation. This was a spam type message that I was not at all interested in and certainly did not want it blasting out in my home. How can I disable that feature?
I do like using "hey google" to call phone numbers and appreciate the voice feedback. I also like the voice feedback on GPS, but I really don't use text messages I use email instead. So I'd like to disable the talking text messages. How can I do that
 
What app are you using for messages? It's most likely either:
  • a setting within your messges app
  • a phone setting in the "accessibility" menu
 
Since I really don't use "Messages". It's the default app that came with the phone. I've never changed the settings for "Messages" unless it was by accident.

I saw on google where I could turn off Talkback, but it appears that would affect the other talkback features I listed in my post that I want to retain. I get bad weather notifications that also talk back if the phone is on standby and charging. I don't mind getting the notifications, I just don't want it blaring out when I'm watching TV.
