Update to Motorola Alert?

I know Motorola Alert is now available for more than just the Moto G, but how is it that the Play Store tells me (on my Moto X) that an update to Motorola Alert is available when I don't even have the app installed? And then (upon telling it to update), it tells me no NEW permissions are required, and there's no way to view the required permissions (on my phone)?
 
Did you get the 4.4.3 update? I think it was added in that, so it is on your phone as a pre-installed app? Can you find it in settings/apps/all and see permissions there?
 
Yes, I can see the permissions under Apps in Android, but I thought it odd that I couldn't see the permissions prior to "updating".

I didn't think about the 4.4.3 OTA - it's possible it was installed with the OTA,
