I'm currently on software number 1.12.1540.17. I bought the phone directly from HTC and currently using it on At&t but I see other people on software number 1.58xxxx something. Why am I not getting upgrades?

I would definitely suggest you check out this thread on OTA updates for the M8:

Based off of what I know your version is current. You are using a HTC developer edition, which has a different software revision than the stock AT&T version.

You apparently have the DEVELOPERS EDITION,unless AT&T & the developer's edition has the exact same sofware........
So,more than likely,you're up-to-date & actually should receive updates before any carrier-branded devices.
Updates can be carrier specific,since the software varies,greatly increasing the chance for needs to vary.

I bought the unlocked HTC One M8 from HTC website. Then I activated it on At&t's network. Weird if they sent me a developer edition. But then again they might use the developer edition interchangeably with the unlocked one on the site. Also to note, I don't have extreme power saving mode still.

Same software version would be my guess (Unlocked & Developers Edition).

No, because that feature is exclusive to HTC. Not something that comes with vanilla Android.

Your phone receives updates directly from Google correct?
That would be a Google Play Edition rather than a Developer Edition surely.

Yes that is correct, I never mentioned Google play edition. I should be getting updates direct from HTC but I was just wondering if HTC released the extreme power saving mode yet to the unlocked/developer editions
