Normally updates are delivered over the air, unless you turned that off (can you do that? It's been so long since I had stock firmware that I can't remember). These depend on HTC releasing them, and if you have a network branded phone on the network providing them (so network branded phones get fewer updates, and sometimes these just contain updated network software rather than an android update).
If you have a GSM phone then there is also the official 2.3 update, which works with many different network-branded handsets. This can be downloaded from shipped-ROMs.com or HTCdev.com. It's an RUU (a windows .exe which updates the phone's software), so back up your data first as it will wipe the phone. No 2.3 update was ever provided for CDMA handsets that I know of.
