Can you change out cpu on android phones? Take for example the galaxy s3 the us version has the dual core snapdragon. There is a quad core lte snapdragon could you swap them out?

Nope, CPU is firmly soldered in place, not upgradeable.

Ok so you couldnt unsolder and switch? Or would the chipset not be compatible?

Not compatible. The Android OS for each phone is specifically made with the drivers for each specific hardware make up. If you do switch hardware, you'd need to develop your own version of Android with the hardware drivers specifically configured for the entire device hardware.
Besides, the dual core Snapdragon S4 on the American SIII is already as powerful as the quad core Exynos on the international version anyway.
