I don't know much about the upcoming S4, as I have not researched it, but my wife just got the Note2.
It's a nice phone but for me, a little too big. My wife likes it because she can see it a little better than she can see mine. When I had the choice between the S3 and the Note 2 a couple months back, I went with the S3 just for the size factor.

I know there are alot of other factors to be considered, but the size was the biggest factor in my decision:)

I just proofread my post and I said "factor" too much...d'oh.

That was why I was thinking of going with the s4 since it would have a quad core processor and a 1080p display and be about the size of an s3

That depends you could be a long time waiting ( I think towards the end of April )for the s4 but then again it could have extraordinary specs. Also if your open to manufactures other than Samsung I would recommend the nexus 4 or HTC one. The note 2 is a great device though if your prepared to have such a big device. Also the only thing about the s4 and note 2 is it would have touchwiz. I for one prefer nexus devices cause they are stock android but if your into rooting and flashing ROMs I suppose that isn't a problem.

Also if the moto x phone rumours are to be believed it could be a game changer of a device. Its also
is suppose to be relatively cheap which is always good. So if I were you I'd wait to see what this and the s4 have to offer.

I would love to get an HTC phone if they only had a micro SD slot or larger amounts of memory but the DNA for all the great features it has only has 16gb of memory, 12 if you factor in the space taken by the system data
Also I am a Verizon customer

Not sue if this is true but I think HTC one is available in 64 GB version.

But not on Verizon - they just got the DNA as an exclusive, and I guess don't want to undermine that a few months later (or maybe it's because they want their branding and HTC won't play this time, or <insert pet theory here>).
