New Android versions are released by the manufacturer, and pushed through carriers to the phone view Over-The-Air (OTA) updates. You can check to see if a new version is available by going to
Settings --> About Phone --> Updates
and checking for updates. If one is available (or not), it will let you know.
The only real way to FORCE a new version of Android onto your phone otherwise is to root it and install a custom operating system (we call it a ROM). The more popular devices have a lot of ROM development; less popular devices have little to no development. You can go to your phone's Forum here and look through the "All Things Root" section to get a better idea of what's available, and the benefits & risks involved.
