Urgent need help on system app

Hello I'm running on an android Samsung galaxy tab 4 cellular t-mobile and yes Im honest that's what I have either that or its wifi idk I know I got it with carrier. Alright so my concern is so I noticed I have the phone app on default applications next day it's gone I look at settings and app manager all and phone it their I can't install or anything it seems disabled as I think. Then it all goes fine and bad. I download astro and es file manager seeing if one works better then the other. I open es and go to the bar and click phone apps I go down to the app phone I click it.I can open it and run but when I click open I get a message saying, sorry cannot open application. So I go to the astro manager and I then I open system and click a folder called prv apps and it shows this apps of what I saw in the all in settings I scroll down thinking phone would be stored but it's actually appears as sec.phone.apk I click it thinking oh That's solves it so I click it it says install I say oh it will be fine it says cannot installl app and all I'm left with is done so I returned to updating and reinstalling apps Google play done it and idk how come it isn't on my home screen anymore no one touched it I wanna know how to make it open when I click it and how to have it install thank you and no have please....

Are you wanting the phone "app" back? Are you trying to make phone calls?
From what I understand, your tablet is wifi only.
If not, is it in your app drawer?

What model number do you have? Do you have the Tab 4 8.0 from T-mobile?

OK so I want the phone app ba ck and I'm on a wifi tab galaxy 4.4.2
and it says I can get the phone app and I want it to be able to open cause somehow I can open it but I can install it but it just fails either way

Was the app a preinstalled app (a system app as you said) to begin with?

Without root, there is no way of removing it. Are you sure you just didn't disable it?
Menu/settings/manage applications....then either "all" and scroll to the bottom of the list to see disabled apps, or scroll right to "disabled" to view disabled apps.
 
@Mikestony ok so If I saw It in all then it has to be a disabled app I need secphone.apk installed it says app not installed when I insta
l it and when I go to the prv app folder to the same app and click open it says sorry can not open and is there a app that can open apps or something without it failing to install or open
