I don't know about the Nexus, but the Desire has a setting in Menu->Settings->Connect to PC that says "Default connection type" (which can be "charge only", "sync", "disk drive", or "USB tethering". There's also a toggle setting "Ask me" which, if checked, allows you to choose what to do every time you plug it in.
