Help USB Debugging don't work

I try to connect PC to phone by using USB cable.

USB Settings is Mass Storage

Application - Development - USB debugging is not active. When I try to clik it I get error message "Attention - USB is connected. Remove Cable" When I remove cable still same message.

Can anyone to help

After unplugging the cable, try restarting the phone.
