"USB Debugging in CM10.2

Just flashed CM 10.3 on my Verizon S3 and can't find "allow usb debugging." Where's the "Applications" item disappear to? (should be in Settings, right?)
 
Go into about phone and click build version several times... it will say something like... "Three clicks from becoming a developer." Click it some more... Now go back and look for development settings.
