Probably a stupid question but then I'm often stupid. If I plug in the charge cable to my laptop will it charge my cell phone. Will I also be able to transfer files from my laptop to my cell phone that way? Am I missing a manual and if so is there an electronic copy of the manual? (I don't think a manual came with the Nexus 3 phone Google sent me...)

Yes, it will charge the phone, but not as well as if you plugged it into the wall. The usb cable only can carry 500mAh, while the wall with the adapter can carry 1000mAh. You should be able to move files between the computer and the phone as long as the drivers install correctly.
