Is there a way to activate USB OTG on the ZMAX? I know the hardware supports it, but ZTE never turned it on.

If u r on stock rom, u cant have sdcard and otg mounted at same time by default. Stick mount will help with that plus if rooted works great

Yup it works on my $100 ZMax but not my $400 s5 mini....
