USB Safety Remove Not Working.

I am on 2.3.5 stock and rooted using Windows 7. After connecting from phone to pc I tap disconnect my phone from pc and click usb safety removed I did not get safe to remove message in pc. The Safety Remove Hardware icon is there even I pull out the cable connected to phone and pc.

Then I plug the cable in to connect my phone and I cannot connect any more. I have to restart my pc inorder to connect again.

sounds like what I encounter if I leave the desktop running for very long periods of time. A process in Windows is likely preventing the phone from disconnecting... in my case, it was explorer.exe. If you've closed all connections and the phone is still in the state of trying to disconnect, try restarting the explorer.exe.
