Not sure if this is an Android issue but here goes:
I have a SGS3 with the latest custom SlimROM installed and 3 PC's running Windows 8.1.
When I USB tether the internet from phone to PC, the PC (tested on all 3) slows down to a frustrating crawl. Internet works fine when IE eventually opens. Task manager/performance monitor updates only about every 5 to 10 seconds even with update speed set to high.

Anyone else experience this?

Let me ressurect this and help you out. I have a Nexus 5 and when I try to USB Tether ( stock tether no app) it does the same exact thing. WiFi does not do this for some reason. @ the guy that responded to this before...no you are SO WRONG.

The issue effects your computer speed completely rendering all tasks ineffective.

Once you unplug your devices your computer runs normally as if your phone where never there. Glad to know its not just happening to Nexus 5s now.

This is a major issue in the software and it needs to be addressed.

Third-Party USB tethering works, BUT I pay and would like to try out the built in version. Other apps cost money (The good ones).

By the way my computer uses USB 3.0 and I'm running Windows 8.1 pro 64bit. No device should have that much control over a computer and it is not normal.
