how do i do usb tethering in windows 7 (32 bit)

Welcome to Android Forums.
You will first need to download the USB drivers for your phone. They can be found at the manufacturer of the phones site or look here in the phone specific forum for your phone.
Note: You need to make sure you don't have the phone plugged in during the initial install. Once installed reboot the computer and then plug phone in to finish the install.
Go to menu/settings/application/development. Check the USB debugging box.
If your phone is setup already for tethering then your good to go. Menu/ settings/Wireless and Networks/Tethering and portable hotspot. Check the box once plugged into computer.
If you want to use the Hotspot you will need to setup the network thru the hotspot setttings.
