Help Use android phone dedicaded as a single app device

Is it possible to make an android phone only runs a app, like a netflix tablet for example, you turn it on, there's no menus, just the app, you cant close it, like using a app as OS, I'm aware it doesn't work that way, but is it possible to do something similar.

My intentions are, since I don't have a smart TV, to turn an old android phone into a netflix streaming device.

I can't think of a way to do that.

If you're planning a hardwire connection to the TV, have you considered Chromecast instead?
