How call and text using PHONE app on Tab A7 SM-T55, WiFi only thru my Galaxy J7 Crown SM-S757BL?

you can use any voip service like skype to make phone calls. texting, i'm not so sure of. since the internet is going thru your phone, why not just use that for texting and calling?
