There are two ways actually. USB and wifi. USB way requires adb and hence is more complicated. Wifi is much easier. Both ways for Linux and Windows explained here:

I used my Android phone as cam in Windows Live Messenger and it worked very good, but when i tried to start video call via Skype , Skype couldn't recognize it.
