User Interface elements: Is this a context menu?

Hello! I'm making an Android wireframe with "Pencil" and I'd like to add this element (Link to photo: Yfrog Photo : yfrog.com/h7j7mnxj - Shared by 3thirdsorange).

I have trouble understanding the type of this element. Is it an options menu, a context menu or a tab? I appreciate your time in reading this and thank you in advance for your answer.

It's an expanded options menu, isn't it?

I am unable to use icon in context menu. I have already used the icon in creating menu. I encounter this issue in my Android training course . I tried searching for the answer on goolge documentation on android, but did not find any solution.
