Help Using a data-only card in an Android phone?

I was going to buy an unlocked mi-fi device for when I'm touring various parts of Europe. I can buy a data sim in places such as Portugal and get lots of wifi at a reasonable price.

However, I've just bought an LG G4 and still have my Samsung Galaxy S3, which is the later 19305 4G model.

Can I put a data-only sim in my Galaxy and generate a personal hotspot, which is exactly what a mi-fi device will do anyway? It will save me having to sell my G3 privately and I'll not have to bother buying a mi-fi device.

Thanks
