Don't you mean MIFARE? Yes, there's plenty of Android apps already that can use the phone an RFID card. Examples I've seen and used, London Oyster cards, Hong Kong Octopus cards, Beijing Subway, Shanghai Subway, etc.
To use it in your own app, not a clue, I'm not a dev course.
