Apps Using bad ESN droid as a dev phone

I've just starting developing for android in the last year and have always just used the AVD to test my apps. Recently tried to buy a droid off craigslist list but I got scammed and it has a bad ESN. Since I'm using it as a dev phone and not trying to access the network I feel like this shouldn't be a problem, but I can not access the phone to turn on USB debugging! I can't even get the phone to be recognized by my computer after installing the motorola device manager drivers on my PC. Anyone know how to root/set up a bad ESN droid so it can be used as a dev phone through eclipse?

If I were you, I'd try restoring the phone to factory reset and then try rooting it as you would a good ESN phone. It should be okay to use as a dev phone. I know of people that buy CDMA bad ESN phones and even activating them on other networks like MetroPCS and using them like normally. I don't see why it should be a problem.

However, Verizon may have tried shutting it down or disabling its features. That may be where the problem rely. What works and what doesn't on the phone?
