using free wifi instead of your carrier

I use pay as you go plans to keep my Phone use cheap. So when I'm somewhere with free wifi I naturally want to take advantage of that.

But, I've found that a lot of times, even after logging on to the network,I'm somehow still being charged for data by my carrier.

Is there something in the settings that will disable the sim when I'm logged on to another network? Or another work around so I do not experience this problem?
