Help Using my old droid on wifi after wipe, still getting old info loading

So my old droid is no longer linked to a verizon account. I am trying to use the old droid on wifi to play games and such. I did a "hard" wipe of the phone using the x key, camera button, vol switch and toggle method, not just the option in privacy settings. I reformatted SD card, pulled SD card completely, pulled battery, tried using different wifi connection (different IP), different gmail address wiping each time with each additional attempt and after all this when I download certain apps it is still bringing up my old account after wiping everything. How does the app know I am on same phone and how do I make it think I am a new device to create a new account from scratch.

Any help would be appreciated. I am not the most technically savvy person so please use small words and talk to me like I am a moron, which may be the case. Thanks
 
Tried in airplane mode, which I am not sure if it mattered because I no longer have cell service on the phone in question. However, in airplane mode it would not let me create gmail account. So I downloaded apk from browser and same thing happened. I made sure to do hard wipe and reformat the sd card, still recognizes my old account.

Any thoughts, suggestions anyone.
