Root [Verizon] Rooting a replacement if it already has 4.3 on it?

Well, I cracked the glass again. Sigh.....
So, if I get a replacement phone that already has 4.3 on it, is it possible to root it?
My cracked device was rooted in 4.1.2 and so I had to install a custom ROM in order to get root. I guess the big question is if the bootloader is unlocked on replacement devices so that I can install a rooted custom ROM on the device.
Or is there a method to install TWRP on the 4.3 OS, so that I can root it?
 
You can probably root with Kingo It works on the Note 3 (which comes with 4.3).

As far as a custom recovery, I don't think anyone has figured that out for 4.3 yet.

The Note 3 can use Safestrap to install ROMs. Check on the XDA Verizon Note 2 forum to see if Hashcode (or anyone else) has it working on the Note 2. It's not exactly the same as overwriting the stock ROM (which may be a good thing - "going back" to the stock ROM is just choosing it when you boot), but there should be at least enough space to run one additional ROM in the 2 if someone has it running there.
