I'm sure it's possible it's just up to a Dev to make it happen.
There is a tweak out there to disable them alltogether and then you would need to use an app like button savior to use your phone 
I know HC roms had this done where they were either transparent or they were hidden. The code for apps to be full screen is out there but requires devs to update their apps.
