Verizon's official tethering policy

According to the Verizon Terms of Service (ToS) available at http://support.verizonwireless.com/terms/products/vz_email.html

Verizon's official policy about tethering is
Data Services: Prohibited Uses
Customers who do not have dedicated Mobile Broadband devices cannot tether other devices to laptops or personal computers for use as wireless modems unless they subscribe to Mobile Broadband Connect.
Currently because Verizon does not allow tethering without a specific plan if you wish to tether please visit www.verizon.com and switch your data package to a "Data Package with Mobile Hotspot / Mobile Broadband Connect"
