Help Version of gapps to use for Lollipop 5.0.x, 5.1 etc

1. Are downloadable gapps packages specific to one custom rom say PA (like this one) or can it generally be used for any custom rom?
2. And can gapps built for 5.0 also be used for custom 5.0.1, 5.1 custom roms like Cynogenmod, AICP etc?
3. Is TWRP 2.8.6 generally bug free for flashing custom 5.x android roms/gapps?

1. No they aren't specific to the rom. Can be used with any
2. Yeah they should work fine but it's better if versions match (5.1 gapps with 5.1 rom etc)
3. Not sure about that version number but you should try and be on the latest
