Vibrate setting overriden by apps

Today I had my phone set to vibrate, but when I entered a game, the game still made sound! I had to go into the game's settings and manually turn off sounds.

This is pretty annoying if I have to turn off sounds on an app-by-app basis. I would expect that the phone's audio profile overrides all of the apps.

Is there anything I can do about this?

your device has i think 3 diferent volumes (it use to be more on gb and lower) go to settings > sound > volumes to view them all. what i do is use AudioManager Pro to set shortcuts to "vibrate all" and "loud" and "mute" or whatever combination you can come up with. its $2.99 but they do have a free version that has i think most of the functionality that the payed version does.

Just so I understand this--

When I turn on vibrate, it's actually only changing the *phone ringer* and not the app sounds, is this correct?
