Help Vibration issue

For sometime now, I've been have an issue with my vibration settings. they don't stay after a reboot. in my sound setting i have vibrate set to "Always" but when i reboot, it always changes back to "Only in Silent mode" My only solutions for now has been:not reboot, use an app called Vibrate Tools to force the vibration back on, use an app called Sound Manager to change the vibration setting to what they should be or use Terminal Emulator to reboot by command line. Also, after a normal reboot, changing the settings the normal way does nothing. Any ideas?
