In every ROM I have ever used, it is an option under notifications in the app, usually "vibrate" or "vibration" then select "only when silent" from the menu.

Should vibrate when your phone is in vibrate mode (which your phone considers to be a "silent" mode), not in silent mode, and not in normal mode.
