Help Video Brightness

I tried playing with some video setting properties. I noticed that my "Video Brightness" setting is kind of greyed out or dulled down and locked at the setting kf "Normal" and can't be changed like what is shown on this page:

Anybody have any ideas what is going on?

I bought an unlocked device. I heard in the past that unlocked phones might have or not have certain featues compared to carrier phones. I don't really know if that is the case and if it is what is going on in my phone.

Just use VLC media player and ditch whatever your using.
You have full control over your video settings moving forward with it.

That would still leave me with the question of why is something that should be working on a new phone, isn't working

Odd,
I did a screenshot of the above, then went to the gallery image. I then went back to the option and it is displaying as shown above. I went to that setting many times before this with no ability to change it

Edit:. I just figured out that if some app that uses video is open, active or not, the option will be locked.
