how to i make video call to facebook and any body who use laptop
 
I don't believe the facebook app supports video calling. However there are a number of apps that do. Skype allows video calling to other skype users (free service) as does google Hangouts (requires a google account - free).

Both Skype and Google Hangouts are free services, have free android apps and can be used by anyone on a PC via web browser.
