VIP contacts overriding settings

I cant figure out how to get this done. On apple I could set vip contacts and they would override current settings so I did not miss a call or text from my VIPs when phone was on mute....I can change ringtones and vibrate settings and star my contacts but they don't seem to work. is this feature available?
 
It depends on what phone and Android version you have. Different versions handle some things differently, and some manufacturers make their own changes

On my Pixel 2 (currently android 9 but it was the same on 8) I can go into Settings, Sounds, Advanced, Do Not Disturb and then select Calls (which appears under "exceptions"). There's an option there for who I allow calls from, and "starred contacts" is one of the choices. There's a similar setting for messages.

If that doesn't help you find it, tell us what phone you have and hopefully someone will be able to tell you where to look.

Of course that's for the "do not disturb" mode. If you manually set the phone to vibrate or something like that it will assume you know what you are doing and not override it (I would expect that your iPhone didn't override the "ringer off" switch on the side either - I'd have sent it back if it had).

Yes I had the switch on the side off and when I did it would play the sounds at the lowest setting but it still played sounds. I thought that was the whole point of VIP is that no matter it makes noise? Otherwise that's just customizing the ringers messages to stand out. Unless I put my phone on DND 24/7 which kinda seems silly but maybe I have to to get that feature?
 
I personally don't use the DND mode, I just switch between ring and vibrate (often automatically, as I use Tasker to silence the phone during appointments). But my understanding is that DND lets you choose who is allowed to disturb you an mutes everything else. Maybe experiment with it, see whether you can configure it to do what you want (you can easily set a toggle in your notifications for it even if it doesn't have a switch).

I don't know what features starred contacts bring on a Samsung - this is also something manufacturers might vary. The only thing they do on my Pixel is (optionally) override DND and automatically get added to the "favourites" screen on the dialer - there's no special ringtone or anything like that (you can of course personalise the ringtone for any contact). I think my previous HTC handled them slightly differently, but it's been a while since I used that.
 
I use DND mode but I only set it for overnight so in case my wife (she works overnight) does need to call me, the phone will ring. Otherwise, the phone will be silent.

I tried to find some apps that do what you are looking for but they are all older and likely buggy and no longer supported.
