The available RAM on my phone is usually below 125mb and I often have apps be closed in the background such as Skype. Why is the available RAM so low? I don't have many apps that run in the background.
Android considers unused RAM to be wasted RAM, so it always keeps it as full as possible. If Android needs the space, it'll "sleep" the app it thinks you'll need least - and it's usually right. Whatever complaints you can have about Android, a bad memory manager isn't one of them.
