Update: after hitting the throttle threshold, I did get texts saying I would be slowed down, and I was...but if i move my phone and it switches to 3G and back to 4G, the throttle goes poof! I'm actually getting a few megabits higher on both D/l and U/l

Just until that tower gets notification that you should be throttled.
