Is it possible to make a script to toggle the data network, say from LTE/CDMA to CDMA only, then back to LTE/CDMA quickly? Also, something that periodically checks the network speed, and if it's below a certain threshold, to toggle the network?

It maybe but just use a toggle switch located in the Google play store and that is free of charge .
