It would help to know what Android device you have, so that we can point you in the right direction.
Typically you can go into Settings --> Apps and uninstall from there... unless the app is bloatware that was installed by the manufacturer or carrier and cannot be removed that way.
If that is the case, your best solution would be to find a way to root your device, and then either freeze Vlingo or uninstall it.
NOTE: NEVER delete system apps or files without making a backup first! You will learn more about that later.
