Help Voice actions don't work offline

Hi,
I have latest Android 4.1 update installed on my S3 from Samsung. When I try to use Voice Actions offline, it shows a connection error. I have offline language packs for EN_UK and EN_US. What might be wrong here or am I missing something? I hope this feature is not restricted by Samsung, because I have seen this feature working on stock android and cynogen. Any help is appreciated.

I am pretty sure the internet needs to be active to update Google Now then you can turn it off. Have you tried doing an update, turning off the internet, then using it, because the cards just might need a refresher.
 
Same is the case with Voice Search. It brings up the same "Can't reach google at the moment". I can't use any of the voice actions when there is no wi-fi or data connection.

Data would need to be on, how do you expect it to get information without being able to get to the web.
 
Google apps use the Google servers to process your requests. the only app that can be used to any sort of measure without a data connection is maps/navigator, but that's only if you already have map data for the area on your phone; Any navigation requests or search for address etc. needs to have a data connection. in a nut shell the apps are purely an API for a particular Google service. not a standalone application.
 
But what about the voice actions performed on my phone, like setting up an alarm or calling someone, writing and email. Shouldn't I be able to do any of these without the data connection? Still if I do need a data connection, why are there "Offline voice recognition" language downloads in the Google Now > Settings ?
Plus the same voice actions work perfectly on cynogen and I guess stock android then why not in S3?
 
Figured it out !!
The voice actions work offline only when English (US) is selected under Settings > Voice > Languge. Apparently the offline voice recognition, for the moment works only for English (US) as mentioned here.

As far as I know, offline voice dictation is a feature of jelly bean. I just put it in airplane mode and spoke a text and it worked. I'm not sure if Google now features are supposed to work offline but I'm guessing maybe not
