Help Voice and system volume change itself

I always set my call volume and system volume low so entering a number and making a call doesn't blast my ear drums out. But every time I change it and later go to make a call it is as loud as on speakerphone. When I go back into my settings it shows voice and system volume is right back up. It's not a problem just really annoying that I have to lower call volume on every call. Anyone else having this happen?
 
I always turn that off that's why it's bothering me. Even going back to my original incredible that pocket feature was just as annoying so I never use it. I even turned it on then back off. Weird. My next theory is maybe when I up the volume for ringtone it also shoots up the system volume
 
system volume on mine always maxes out and i have NO IDEA why...but nothnig i use uses system volume so i stopped minding it lol
 
it only really bothers me when using the dialer. It makes the tones so loud im afraid of blowin the speaker. probably not gonna happen buuuut still annoying. i know i can just turn off the tones but i like them. just not when there blaring every time i dial. glad to know other people are having the same issue.
 
Haha I didn't even think people actually liked those tones...I always turn mine off lol but yeah it must be a software issue
