Help Voice Announce

I cannot get the Voice announce (text messages) to shut up on RazR Maxx.
When running moto-speak, it announces twice over each other. when moto speak is off, I still get voice announcements of text messages. I have uninstalled moto speak and it still announces. Call settings are to "ring only" not caller ID. I see no settings for it other than in smart actions.
Any ideas, other than "factiory reset" ??

You may check your accessibility settings and make sure it isn't checked with the voice readout services.
