I have a Samsung Galaxy s III on Verizon. Is there an app that will read text messages to me and let me respond by voice?

There are a few apps in the play store that do this. Just search the store and pick whichever one you want. Hope this helps!

It should be native with the S3. Just be sure you have Google Voice Typing turned on in settings.
Settings / Language and input / check Google voice typing
When you are imputing text, tap the microphone icon next to the space bar.
If you can't turn on GVT, use another keyboard app as AA mentioned, such as Swype, SwiftKey, or reinstall Google Keyboard

Doit2it, the OP is asking to go the other way, not voice to text, but text to voice.
