How do I send a message in my voicemail to another phone?

This is a carrier dependent feature so you need to check with your carrier to see if they support it.
Orange (UK) certainly do, the feature is accessed by keying 3 then 4 after connecting to voicemail. Messages can only be sent to other phones on the Orange network. As far as I know this limitation also applies to other carriers.
