Help Volume down turns off vibrate

Is there a way to make it so the volume down button on the side of the phone does not turn vibrate off. I often accidentally hit the volume down when hitting the power button on the side since they are directly opposite each other.

Wow, that app is terrible. Is that really the only way to make it so the volume down doesn't turn off vibrate?

I don't know why you think the app is terrible. It does exactly what I want
