Volume low

The volume in my android phone and tablet is very low even when turning up to full volume. Is this a limitation of android? Is it the volume in IOS devices okay?
How do i fix this? I tried a volume boost app and didn't helped raise the volume up. In fact i think it lowered it more in the +20 setting. My android os is Jellybean 4.2.2 on my phone and on tablet is not higher than 4.2.2 i think.

It's a limitation of few things. Small speakers and low power, mainly. (You can pack only so much power into a little battery.)

Those "volume boost apps mostly just drive the amp on the motherboard harder, increasing the distortion, making people who think jet engines are quiet that the music is louder, or they decrease the volume using the equalizer if the particular control is anywhere less then all the way up - but you think that 0 is "normal", so +20 sounds louder, so it's a bit of confirmation bias.

If you want more volume, buy an external amplified speaker (either wired or Bluetooth).
 
Its not a limitation with android, if anything its going to be a limitation of the hardware of your specific device.

There may be software fixes for rooted users to push the hardware harder, but that risks damage
 
You did not say what Android device you have. As stated before, it depends upon devices. An HTC One M8 would be louder than a Galaxy S5 for example, since it has bigger dual speakers unlike the small mono speaker on the S5.

I have the following devices.

Samsung Galaxy Ace 3 S7275R mobile phone
Bitmore 1060 Tablet
 
Well there's your problem. Both are low end devices, and it's likely that Samsung and whoever made your tablet put lower quality speakers on your devices to keep the price down.
