Apps Volume UI

I was wondering if it was possible to make an app that replaces the default volume UI? I know you can make customer uis for changing the volume but I can't think of anything that let's you replace the default one when you press the volume button. I also mean without root so no Roms or modules.

Actually I forgot you couldnt float custom ui over stock ui so my question is still unanswered
