Help Wallpaper no longer scrolls

Some time ago I changed my wallpaper from the default red/white/blue to something else, and quickly changed it back again. Recently I've noticed that wallpaper doesn't scroll anymore. I actually prefer it this way, but I'm wondering what I did (if anything) to get it to stop scrolling, and how I can get it to scroll again (if I change my mind). I can't find a setting for it anywhere. The phone is not rooted.

Any ideas?

Are you using the stock launcher or something like Nova? Not sure about stock because I don't use it but I know that is a setting in Nova. You can scroll your wallpaper or have it be static.

Mine doesn't scroll anymore either for the most part . It stopped doing it after an update. Once in a while it does scroll however. I also noticed that the picture doesn't always crop the way I want it, and I have to set it as wallpaper a few times to get it positioned how I want. All of this use to bother me, now I just learn to deal with the glitches after an update.
