so, if you use personal pictures for wallpaper it appears that the time out feature is overriden as well as lock out code. hm. manual is minimally helpful at best.
it occurred to me to reboot phone...and then the time out and lock out settings were again in effect. probably a "duh" moment to those more versed in navigating these lovely little beasts.
